The water shortage is ShinRa's strategist trying to smoke out Wesker. (And possibly Hojo? I'm not 100% on that...) There's water elsewhere for the residents, but some people are grumpy about the loss of the river. ^^;
And Maku's just playing around. XD Sorta. He wanted to talk Elena into going to the bonfire, but she was hesitating and he said he could just kidnap her. ^^; It all kinda escalated from there and now it's a sortof bet.
