Graphic Converter is Mac only, and a $35 shareware fee, however many recent Macs come with a licensed copy of Graphic Converter already installed. Information about it, and other lemkesoft programs, is available here.
Whirlgif is a free program, originally written for Unix, but windows binaries are also available. You can find info about it here.
There are probably also other programs out there, but these have done the job for me for years, so I still use them.
Um...yeah, it's just making .gifs. ^^;; There are plenty of free programs you can use to make them, but I can't recommend any. ^^; Sorry. I can tell you how to make them in Adobe Photoshop if you already have it, though, since that's what I use...
